Naveen Rao

Naveen Rao is Senior Regulatory Affairs Counsel at Atlas Air, Inc. Based in Washington, DC, he handles the dealings of Atlas and its affiliated air carriers, Polar Air Cargo Worldwide, Inc. and Southern Air Inc., with the U.S. Departments Transportation, State, Commerce, Treasury and other federal agencies to advance the companies’ international aviation policy objectives and to ensure full regulatory compliance. He also handles a variety of commercial and other matters arising at Atlas and its affiliated air carriers.

Prior to joining Atlas in 2019, Mr. Rao was Counsel on the Subcommittee on Aviation in the U.S. House of Representatives. He began his legal career in the U.S. Department of Transportation’s Honors Attorney program where he worked in the Office of the Secretary, the Federal Aviation Administration Office of the Chief Counsel, and the Maritime Administration. Mr. Rao was selected as a Mike Mansfield Fellow while he was an attorney at the Federal Aviation Administration. Mr. Rao also worked in the Washington, D.C. offices of Jones Day and Squire Patton Boggs during which he was recognized by Chambers USA and Euromoney for his work in the aviation regulatory field.

He earned his Juris Doctor and Master of Business of Administration degrees at the University of Arizona and his Bachelor of Arts degree at the University of Louisville.
